Details recently released to the public describe the budget and breakdown of spending for the IT portion of the new Federal Stimulus plan. As detailed in the attached article up to 20 billion dollars assigned to Health IT upgrades alone. An additional 6 billion dollars allocated to broadband network refresh.
The ability to model WAN networks and test the efficacy of these new systems and applications prior to deployment is essential in ensuring the best possible return on investment. History has shown that increasing bandwidth in search of improved application performance is a failed strategy. Only by subjecting these systems and applications under test to ”real world” network impairments will the true quality of the end user experience be revealed. A persistent test environment must be created and best practices defined and executed prior to deployment to validate any proposed solution.
As taxpayers we are funding these initiatives. It is in our best interest to hold those tasked with these upgrades to be accountable for the results.
